For instance, access to healthcare, nutrition, education, and training significantly shapes an individual’s opportunity for upward mobility (Blau & Kahn, 2017). Without some form of governmental intervention, vulnerable populations, including the unemployed, the underemployed, and low-income families, often face insurmountable barriers that can perpetuate their socio-economic situations (Neumark, 2020).
Governmental assistance can take various forms, including cash transfers, food assistance programs, and health care subsidies, all of which serve as essential tools for alleviating poverty's impact. Such support systems need to be designed with limitations to ensure that they are effective without creating a dependency. For example, time-limited assistance programs can encourage individuals to seek employment while still providing essential support during their transitional phases (Moffitt, 2018).
