(a) Yes your Part A is correct.
(b) HCl is in the product side, when HCl is added, it will react with BiOCl to produce BiCl3 and H2O. Hence more of the reactant will form and the equilibirium will shift to left.
(c) NaOH is a strong base and when NaOH is added, it will react with HCl and will decrease the HCl concentration. Again NaOH reacts with HCl produces NaCl and H2O. So, H2O concentration will also increase. Both the cases, that is product concentration decreases and reactant concentration increases. Hence the equilibirium will shift to produce more product that is right side.
