1. See training is necessary because bioweapons are not easy to handle, like for example some drugs used against terrorist so the right amount / proportion used so that ot may not harm the other masses.And should only be lethal to them.
2.Ya, it is difficult because bioattacks can be tested on living things, just mock test on non livings is of no use, but we can use certain animal species as well as some of plants, of same constituents of human to have that same effect.It means a practical approach in it is required.
3. Benefits are really countless, but the important is timing, in bioterrorist attacks at the same time many problems had to root out.
4. This Amtrak's ORS program works on what i said in answer number 3. It is beneficial.
