2. Why do you need an excess of piperidine?

This is an example of SN2 reaction which produces HCl as the by product. In this reaction piperidine is used in excess because it is playing two roles here. It is the nucleophile and also the base which is taking away the generated HCl which drives the reaction toward the product side.

3. What is left in the toluene layer that is discarded after extraction with 3M aqueous HCl?

If there is any unreacted starting material alpha-chloro-2,6-dimethylacetanilide, will be discarded which will be in the toluene layer after extracting with 3M HCl because the product is an tertiary amine derivative and will be in in the HCl aqueous layer.
