development of information technology system between hospitals , health insurance , doctors and dentists is called healthcare telematics infrastructure . for the telematics infrastructure , electronic id card must be issued for all peoples which shows the health condition of the people on records which are available on the network of telematic healthcare infrastructure.which provides every information about the patient to the doctor or health insurance agent. it will be helpful for government also to make health policy for the people. international health institutions are WHO, EU and OECD. in this system powers should be divided between them according to the knowledge, responsibility and ability. stakeholders faces the many challenges in the development system like capital problem, governmet issues, lack of technology, staff, place for it, and as well as network problems. this system required proper internet connection, staff , software expert and government contribution. if any country is not able to give these facilities to the stakeholder then they cant able to developed telematic infrastructure. mhealth also works on this phenomena.
