Black teachers are equally willing to teach in both places, but white teachers are reluctant to take jobs in the central city (assume their prejudice extends only to students, not to teachers). Assume further that there are not enough black teachers to fully staff the central city schools.

a) If the law allows school districts to pay different wages to teachers in the same district, will the average black teacher earn more, the same, or less than the average white teachers? Why? (1 pt)

b) If the law requires teachers in the same district to paid equally, but allows salaries across districts to vary, will the average black teachers earn more, the same, or less than the average white teachers? Why? (1 pt)

Explanation / Answer

a) Yes because the black teachers are in short supply they will earn more . The white teachers are reluctant to take jobs in the central districts this will increase the wages of the black teachers whose demand is more than the supply.

b) In this case the demand there will be inter district migration and the black teachers will earn less than the white teachers beacuse the supply increases due to backs who are willing to work interstate as well.
