1) We know that as as we go up temperature decreases. This lead to have different vegetation and climatic conditions in different layers of mountain. And this climatic condition in lower elevation make it slant.

2)There are complex land area between 30° north and south latitude which don't provide enough evaporation to have a good rain. Also the evaporation in water body precipitate land area during its first contact to the land area and so the returning air don't have enough evaporation to have a good precipitation.

3) The phenomenon is similar to mid latitude Desertification as both the leaward side of mountain don't have enough precipitation from upcoming wind which make drier. The similar things happens in the mid latitude Desertification because it too don't have precipitation from upcoming wind.
