In general, testable statements are those of the form: "If (or when) X happens, then Y happens". Whereas non testable statements are states as facts: "X is greater than Y" "4 X were found in Y" Thus, for example, (1) is testable: WHEN a plant is placed on a window sill, it GROWS faster. But, (2) is non-testable: The teller with brown hair and brown eyes IS taller than the others.
