Find all Nash equilibria in the simultaneous move game. Now suppose that Player 1 were able to move first, and Player 2 was able to observe Player 1's choice before making their own choice. The outcome which is best for both players is (12,12) i.e. when they both adopt.
But the nash will be at (10,10).At first player 1 will think of adopting but thinking that if player 2 rejects it gets 8 where as player 2 gets 9 it will tend to reject.Player 2 will also think in same fashion and ultimately both will choose to reject.
