Explanation / Answer
1) Recently a law is to be set in place to reform welfare system of washington state, According to this law people cannot use money that comes from welfare on tobbaco, firearms, alcohol, lottery tickets etc. But the biggest challenge is to check what they are doing with the welfare money
2) The stakeholders believe that using welfare money to buy prohibited goods is very bad, as state funds are involved and relief money is given to people to be more productive than buying firearms or drinking alcohol.
3) Many people believe that there is no way to police them and the only alternate is to remove some excess cash from welfare money but others say that this would only harm children in the family and there is no need to scapegoat welfare recievers
