As the induced current is clockwise... so the moagnetic field due to induced current will be directed in the page...

so... magnetic field out the page will be opposite...

so.. a) The magnetic fiels is increasing with time

b) induced voltage = current * R = 2.6 * 0.5 / 1000 = 0.0013 V

magnetic flux = magnetic field * area = B * pi * 0.095^2
induced voltage = rate of change of magnetic flux ...

so.. 0.0013 = pi * 0.095^2 * rate of change of magnetic field

so .. rate of change in magnetic field = 0.04585 T / s = 45.85 mT/s
