charge , Q = 3.62 * 10^-8 C

let the dielectric constant be k

A * e0 * k /d = C = Q/V

0.028 * 8.85 * 10^-12 * k/( 5.5 * 10^-4 ) = 3.62 * 10^-8 / 12

k = 6.7

the dielectric constant is 6.7
