For charging RC circuit

V = Vo (1-e^-t/RC)

V = 10(1-e^-5/(1000*2*0.001)

After one time cosntant

V = 10(1-1/e)

Part 2:

For discarging RC circuit

V = Vo (e^-t/RC)

V = 10(e^-5/(1000*2*0.001)

V = 0.82 V
