Copenhagen has become the most important climate change political agreement since framework convention on climate change.
More than 100 countries are the part of it and came into action on 21 march 1994
Russia is not a part of it, it has no legal force. It only works on the willingness to hold their promised enissions reductions.
Kyoto protocol was signed on 11 december 1997 and came into force on february 2005.
Large emerging economies like india, china does not have a binder towards it. Kyoto protocol got good support and G77 was the member of it . It was a legally binding document. Its targets were too small to make a real difference.
