It is dominant because both parents are normal, with no signs of the disease, yet they're children get it, meaning that the mother is usually a carrier and the father does not have the genes for it at all. It is sex linked because it is only boys that get the disease. Boys only have one X chromosome so they're more susceptible to the disease, they get one allele that is the dominant one and they get the disease.
