theta = arccos((55 - 12)/55)

theta = 38.6 degree

let the tension in the cable be T and charge be Q

equating the forces vertically

T * cos(theta) = m * g

T * cos(38.6) = 0.014 * 9.8

T = 0.18 N

equating the forces horizontally

T * sin(theta) = Q * E

0.18 * sin(38.6) = Q * 9500
