Question

Clarification as requested. The very first line in question27-7E says, "The charge per unit length of the wire is=5.56x10^-9". How was that determined?
where does 5.56*10^-9 come from? is that some kind of constantor rule that I'm not aware of. This solution just pops that numberout of nowhere. It seems to me that this solution has assumed alotfrom the jump from the first to second steps. I'm notfollowing. Clarification as requested.
