The reason no one has answered your question is that itis not worded very well. However, I THINK I just figured outwhat you are asking. .    freq of rotation = 10 rev/min = 1.0472 rad/sec . Now...   initial KE = (1/2) I2    . To stop its rotation, work done must equal initial KE. .          Work = torque *    = Force * r *(1/2) * time .      So:          (1/2) I 2   =    (1/2) rF t .      t = I / rF             . At this point, I think you are supposed to ASSUME that thesatellite is a uniform cylinder, i.e. of uniformly distributedmass, which is silly... but we have not other option for thisquestion. In this case,    I= (1/2) mr2    and .     t = (1/2) m r2 / r F    =    m r / 2F = 940 * 0.70 * 1.0472 / 2 * 40   = .            =    8.613 seconds
