first thing to consider is that, we need to know which of the two i.e contracting firm or town council had assigned the job to the engineer. we need to find for whom the engineer works as he cant work for both at a time. if he is working for contracting firm, town council has nothing to do with his job and vice versa.

now considering first option, employee can be paid only via the employer. it is illegal for a person to work for both the town council and contracting firm simultaneously.
