F2 = 3.92 N at an angle theta = 145 degrees

writing the force in component form  

F1 = F1x i + F1y j = F1 cos theta i + F1 sin theta j

F1 = 1.96 cos 30 i + 1.96 sin 30 j

F1 = 16.974 N i + 0.98 N j

F2 = F2x i + F2y j = F2 cos theta i + F2 sin theta j

F2 = 3.92 cos 145 i + 3.92 sin 145 j

F2 = -3.21 N i + 2.25 N j

now adding the same components we get

F = Fx i + Fy j

F = (F1x+F2x) i + (F1y+F2y) j

F = (16.974-3.21) i +(0.98+2.25) j

F 13.764 N i + 3.23 N j

now the magnitude is  

F = sqrt(Fx^2+Fy^2)

F = sqrt(13.764^2+3.23^2) N

F = 14.14 N

the direction is tan theta = Fy/Fx

theta = arc tan (Fy/Fx)

theta = arc tan (3.23/13.764)

theta = 13.21 degrees from X axis
