8. In 2001, a state enacted a law that required the use of safety seats for all children under 7 years of age and mandatory seatbelt use for all persons. The table below lists the number of deaths due to motor vehicle accidents (MVAs) and the total population by age in 2000 (before the law) and in 2005 (4 years after the law was enacted) 2000 2005 No. of MVA Deaths ulation No. of MVA Deaths POpulation Age Under 7-18 19-49 50 or more Total 21.000 57.750 96 250 178.500 32,000 60,000 144,000 240,000 105 105 240 300 840 350 Did this law accomplish its objective of reducing MVA fatalities? Justify your answer. (6 points)

Explanation / Answer

According to the tabulated data, it can be clearly seen that the number of deaths before and after implementation of the law for preventing and minimizing these fatalities has significantly decreased till the age of 18 but significantly increased after the age of 18 even when the total population size also increased. However, the change in this pattern of observation could be attributed to the decline in population's tendency to allow toddlers and children below the age of 18 to drive and paying attention towards their safety.

Here, it can be clearly stated that although there is a significant increase in the number of deaths due to MVA, the population size also increased proportionately. Thus, it can be stated that the observation of the law was successful in this area but requires further scrutinization so that the total fatalities might further decrease.
