The 100V DC supply will result in a higher temperature at equilibrium than 200v peak-to-peak as the voltage in AC sine wave increases from 0 to 100V and then decreases to 0 which causes the heating and cooling of the coil in the heater. Whereas the DC supply is constant throughout which results in only the heating of the coil.

In other words it can be said that then 100V DC supply because it has a higher RMS voltage compared to 200V peak-to-peak supply.
