Light travels fastest in a vacuum (and has been slowed down in Cs atom gas to a few meters/sec) Objects in the water always appear closer than they are...so when super models from Victorias's Secret stand in a pool, they look like they have short legs (which is why they never get photographed standing in pools). Reflection will not cause a seperation of light into a spectrum, but refraction (such as through a diamond or a soap bubble or an oil slick) will. The time is minimized. The light travels in a straight line (we are not considering light paths near large gravitational bodies like black holes). Light bends toward the normal when moving from an optically less dense medium to a more dense (higher index of refraction) one. So, the fellow above me is right, for these reasons.
