(a) Generally the amount of time to design a new product, the err should be on the high side. By taking such the product will be completed with in the time or below the estimated time. Otherwise it would take more than the estimated time when we choose on low side.
(b) It is better to err on slow switching in this case because there will be many constraints for the switching speed of the transistors. If one fails then automaticly the speed of switching will be reduced so its better not to take high side.
(c) Based on the number of seats that minivan have and also taking the round edges into consideration its better err on the high side because it does not fit very accuratly we should leave some fabric for the convinience of stiching, although it will not be seen from out side. It also helps to reduce or expand of fabric with out tearing.
(d)Yes its better to round the final answer up because even if ignore the fact that windows and doors swould not be painted, its not ideal to leave some area not painted when out of paint. So at that time buying a new gallon of paint will be such a waste of money. so its better to round up as the paint covers about 400 square feet, it can be optimized and can be used for more than the estimated value with some clever work.
