Since there are mutiple questions posted, I will answer the first one:

1. Doppler based flow meters work on the principle of Doppler shift. To utilise this principle effectively, The flowing liquid needs to have solid materials flowing through it, for example slurries or trapped air bubbles. Since the mentioned liquid in the figure appears to be a relatively clean fluid, the doppler based flowmeter cannot work in this condition.
