Place M1 on the floor. Measure the height of M2 are suspended while M1 is on the floor. Measure the distance M2 will fall if you release the light set when it is in contact with the floor, and record it in Table 1.

I'm doing unbalanced experiment for Newton's second law but I don't get what is it that is asking me.

I have to measure the height of M2

And then

Measure the distance M2 will fall if you release the light set.

Isn't the above 2 sentences exactly the same. Wouldn't M2 will fall the same distance as its height???

First measure the height of M2

Then, measure the time it takes to fall from that height to the floor.

Thus, you will have both H and t
