1. The most efficient way to create an atmosphere of hard-working employees is through incentives. Incentive options include things like frequent opportunities for raises/promotions (as opposed to hiring from outside for mid- to upper-management positions), bonuses for exception work (ie Holiday bonus), stock options which are dependent on quarterly/yearly evaluations (such that employees feel that their hard work is rewarded, frequently). If the employees are truly rewarded for going above and beyond, then they will indeed want to give their best to earn those rewards.
