How do these two forces play a part in the development of healthcare policy relative to government healthcare programs?
Privatizion has the leverage of raising the funds and making the system more intact and controlledon behalf of government. But privatization wont give much benefits to society on low class. They will seek more on high class society to get more monetary benefits. In that sense the second force like governement initatives medicare or medicaid helps all class of society on same basis. So no difference in economic class for such government running programs. The major issue would be financial loss for the governent and they must find millions for running such programs and have to budget for that.
How can a government healthcare program that was first envisioned be the same program when implemented?
There might be difference in plan and execution on most of the government programs. From the higher authority they plan somerhing very ambitious but as layer comes down for the final level of implementation many thighs would have cut short and finally the product become an arguable one for the defenders. The basic issues is proper delgation of work and monitoring. Better vsionary plans must have better execution level assitance. Budget constraints and other ground level realisms has to be taken care while polanning any initiatives. Thorough monitoring on phase to phase and practices such as 5S ( Sort Set Shine Stabilise & Sustain) lean principles can be adopted for all such programs. Feedback and controlling , improvemnt for long runs has to be ensured.

Public policy covers many human related aspects and right and other economic parameters are well studied and depicted in those.So public and legislative actions have a huge impact on running government level iniatives as they have to mandatory go through the guidelines about what can be done and what cannot be done. Ground level realities and budget level contraints can be evaluated through public policies. The team of human right and human policy implementation helps to identify the gaps in government initiatives and how to make it legally structured through the current laws and contracts.

PPCA:- Patient protection and affordable care act. is a US federal statute singned to law in 2010.Accoridng to these norms all hospital and supporting insititutions must would transform their practices financially, technically to health quality programs and must focus on customer experience and satisfaction. Such government policy helps the public to get many medical advantage through government grants and subsidies.Individual mandate and Guranteed issue ensures insurers to get their required mediclaim throug government norms.Low income individuals also have privileges to get affordable medical insurance.Denying of insurance claims and coverage related issues are well addressed through these governement policies. This helps individuals to get a transaprent benefit through their medical policies.Un necessary private body interference and find byepassing are clearly controlled and managed via this rules.
