1)Degrees of freedom = n-1 where n is the number of observations
Here n=9 is given so., Degress of freedom =9-2=8
2) the formula of t stat is = (X'-mu)/(sd/sqrt(n)) = (X'-7)/(9/3) = (X'-7)/3
So here X' of the sample is to be calculated from the sample and take the sample mean which would have been given above and complete the rest of the process. in the img you have not provided the sample so it needs to be checked by you and put the mean of the sample as X' and complete the rest of the process.
3)Since the conf. interval is not provided here by you but let's consider the same as 95% as widely accepted and find T-table's value at 95% two tail with 8 Degrees of Freedom we get Tcritical = -2.306004 and 2.306004 and we can say that if t-value calculated is out of these limit then we have to reject the Ho.
