the beach stabilty depends upon the many factors which have the influence of the natural factors as well as the man made factors. for the case of stabilty of a beach by the natural factor, it is like the geographical locations and the geological features of that locations along with the chances of the natural calamities. if the land is oriented in such a way which does not get influence by all these natural and the man made factors then it will be consisdered as stable and thus suitable to live there.

they should pay the tax for the federal because it in come under the category of the ntional territory and thus it will lead to expenditure at the government level which make it to pay the tax for it maintainanace and management by the finanacial department of the nation.

no they are not prevented to build a land for their own protection. after the purchase of the land it goes under the act of them only and they have the legal rights on this. the most important factor is the maintain the land properly and pay the tax timely so that you retain that section of the land permanently.
