I need to write in Excel all possible scenarios of 4 variables, 1-4 & each of the 4 variables has 5 variables, 1-5. This would start a 10000 00000 00000 00000, were 0 would be the blank, & it would end 12345 12345 12345 12345.
The 4 variables would include the repeated ones in different order, like 12345 12000 12000 31000 & also 12000 12345 31000 12000. The 5 variables in each of the 4 variables would not repeat, like 12345 12000 12000 31000 & no need 54321 21000 21000 13000.
This may be 4 groups of 5 columns each. Pls advise.

this can be done by choosing random numbers. let name the total 20 variables from 1 to 20. Now, choose any 3-digit number from 000 to 999 and divide it by 20. the remainder will be between 0 and 19. which ever is the remaining take that one. continue this process until the set is complete. dont take a number twice in a set.
