In each of the region, the data was collected on the same set of individuals to calculate the per capita consumption of red meat and also the rate of colon cancer. So, I think that to analyse the association between amount of red meat consumption and rate of colon cancer the sample has been drawn in a proper way. But, just looking at the sample, a conclusion of the population association would be vague or misleading. We should properly conduct a test of hypothesis to test whether there is any association or not. Becaue, an eyballing conclusion can be led by many sampling error or chance factor. So, the observation may be solely due to chance factor.
