You must state clearly what measures you are going to use to rate the leagues in terms of competitiveness. You must also outline any shortcomings that you feel exist in your analysis. There is four variables for get some information that you could use to find the best level of competitiveness. You can use a method based on descriptive measures (mean, variance, stad. desviation, covariance, correlation coeficient) like a multiple sample comparison, this provides you the information that you need for decision making.
For the construction model, first, you must to establish the aspects that you want to measure, competitiviness could be an income analysis also, the best club will have the highest income level (must of times because the league got the best players and best payed too). Each method needs graphs for simplificate the explanation (box and whisker plots, frequency histogram, porcentual graph).
If you want to measure the one league players perfomance compared with another league, you find interesting the multiple regression analysis, this will provide you with information about how differs the clubs among them.
