Dependant samples are those where the variables are dependant on each other for eg household expenditure of a family and their income or when the same population is used in sampling(15 patients BP before medication and the same 15 patient BP after medication), and independant is when the variables are free of each other, eg petrol consumption of a car and electricity usage of the house, or when 2 distinct population are sampled.

Here for samples 1&2, we have taken 39 samples from the suburb and 35 from the inner city, and hence they can be classified as 2 different populations and hence they are independant of each other.

Therefore Option B is the correct answer. (The two given samples are independent because different households were sampled.)
