there are 5 rows and each has probability. For e.g. first row (0 patients/ hr) probability is 0.35 so there should be 35 random 2 digit numbers. Assign 00 to 34

Similarly for 2nd row (1 patient/ hr) probability is 0.3 so assign from 35 to 64 ( 30 two digit numbers) and so on for other rows.
