a) The likely intention of neighbor is to generate electrical power using the coil. He plans to use the law of electromagnetic induction. When AC current flows through the power line, a field is produced which cuts the large coil and thus an emf is produced.

b) The plan would succeed, but not as the neighbor would have intended. It depends on the coil size and turn numbers. As the flux is being cut a voltage will be induced in the coil. But this voltage would be significantly less than the supply voltage. Here the input is a straight conductor (less flux production) and output is a coil. A large coil with large number of turns would be required to produce even 10% of the supply voltage/power which is practically extremely hard owing to air distance, inductance effects etc. For efficient power transfer wirelessly, the input and output coils should be in close proximity.

c) No. It would cost the user. According to law of conservation of energy, energy can neither be created nor be destroyed. Hence whatever amount of energy the neighbor produces with his coil, that much amount of power is taken from the AC supply lines. If the customer is charged at the supply end, then the user will have losses. If the customer is charged at his user end, there won’t be much of a loss.
