The best answer would be to enroll the child in a preschool as this would encourage him to go out and make new friends and act normally in a well structured environment. Also it would be helpful that all the others in his social enviromnment are of the same age as him ,which would ease him out.
Option 2 would be too much for him as the environment would be too large and he would feel too small making him all the more in his shell which could effect him more and in the future. Also giving food as an incentive would be a good start but not for a long term plan as this would give him a different perspective about food and he would confide in it which could cause alot of other issues later on in his life.

The best answer is the last option which says that she will become less behaviousrly inhibited over time but some of those traits will still stick on. Although getting her into a normal setting would be good for her it is in her personality to act the way she does and hence those factors would still remain as part of her.
Although she will be able to form friendships as she is just a toddler and they just take time, they do not have the ego or other characters as us grownups. She will definetely change her behaviour overtime and hence wont remain the same way being behaviurally inhibited.
