From the article we can concur that the new program called "Preventure" might be able to catch almost 90 percent of at risk children but just as the author of the article says not all programs work really well. Factors of drug abuse vary just like the author describes. So leaning just on the personality factor is not a very efficient way to find out those at risk of drug abuse. We have to agree with the Author that factors leading to Drug abuse are many as described by her. There is no one definitive way to find out the underlying factors causing problems. All the aspects have to be taken into calculation and design out (properly) who are really at risk. The factors should not only include Personality but also:

So if the new program is going to rely only on Personality and not include these factors then it will not be very effective. There will be outlier children who will not fall into this category causing the questioning of validity and efficiency of the program.

Personality tests are 80-90% reliable depending upon where and in what situation you are using it. Even the manuals suggest that most of the personality tests are reliable and valid to a certain extent. The validity and reliability of a test gets affected because people cheat on it by not being truthful about the contents they answer about. As for Rorschach test, even though it is intended to elicit accurate information of diagnostic value, it is still a controversial test. Rorschach test is one of the projective technique using test that uses inkblot pictures to elicit a response, which is recorded and tallied to given manual to find out the individual’s personality. Because it uses inkblot pictures people cheat on it very easily causing the test to be questioned about its reliability and validity. In most of the projective technique tests people are known to lie by altering their responses from what they thought of in their mind.
