It helps in easier management of resources. It also helps in effective implementation of government schemes. This is good for persons of foreign origin. They feel the sense of unity with other people because they fall in same group.
Sometimes it creates problems also. Native americans think that they are superior and they become rigid on the issue of job sharing with other foreigners. This creates frictions among people on small issues. So grouping people on the basis of certain criteria is good for proper resource allocation but it is also necessary that none should become victim of illegitimate activities due to improper planning.
