we first define the parameters question asks for
Waiting time: time a given ready process waits in queue before getting the CPU
since P1 starts executing immediatelty after it arrives- wait time is 0
P2 waits for P1 to finish- therefore wait time= 8-3=5
for P3 it is= 8+18-5=21
for P4= 8+18+23-6=43
therefore avergae WT= 0+5+21+43/4=17.25
Turnaround Time refers to the time a given process takes from submission to completion:

P2-wait+execution- 5+21=26
P3-wait+execution- 21+23=44
