If I don't have to worry about the cost I would be buying an SSD, because unlike HDD, SDDs are fast and by fast, I mean really fast, the main basic difference is that unlike the HDDs it saves data by saving it in to a pool of NAND flash. NAND itself is made up of what are called floating gate transistors. Unlike the transistor designs used in DRAM, which must be refreshed multiple times per second, NAND flash is designed to retain its charge state even when not powered up. This makes NAND a type of non-volatile memory. This means the life of SDD will also be more than the HDDs because HDDs deteriorate after the certain number of rounds. The data transfer speed of SDD lies from 200 MBPS to 500 MBPS.
b)
If cost is the issue then I will be selecting the HDD because they are way cheaper compared to SDDs, and one more thing is there is reliability which is sure in HDDs, since the data is stored in physical form in HDD, SDDs are used charge and if the charge is lost the data will be lost.
c)
Yes, while partitioning the storage I do maintain a separate drive for system files, usually in C because of the system files in very very huge numbers and if you have stored in your work-related drives then while searching and doing some task it will take a lot of time to find. Another reason is that to make it organized so as a user I feel easy using my system. allocating space depends on what application I am going to use if they are very heavy then I allot of space like Unity, Adobe Photoshop is really heavy, similarly Corel. In the given case one must allocate minimum 100 GB of space, 150-200 will be better.
