In the context of the given question,
1. Laws are enforced by a court and are mandated to be followed by a group of people or citizens, whereas manners are general ettiquttes or behaviour which is accepted by society norms
Ethical behaviour refers to a code of conduct that is accepted as part of a business environment or professional relationship.
2. From my understanding, the superior wants to the employee to improve and be better at people management. In terms of action, the superior would have meant to me about a strategic course plan which is favourable at understanding and interpreting people's perceptions, and the appearance and words would mean the delivery of ideas, thoughts about the plan to the people or subordinates to involve their reactions and participation to the plan.
3. In my opinion, every professional needs and optimum mix of consideration, respect and honesty values at any time. But the most important when working with coworkers and superior are respect and honesty to understand and value every person's thought and perspective. It is also important to remain truthful to people in all aspects.
4. Sometimes, its impossible to remain ethical and honest at the same time. One of such incidents was when I got to know of a team member of my team who was involved in stealing office supplies and other stuff from the workplace and taking them outside. He was a very well performing employee, however I had to be honest enough to tell him that stealing anything is an offence and cannot be tolerated. In this case, the ethical way would have been to give him a warning first and then terminate, but since stealing is considered a crime in many countries I had to make a critical decision of terminating him without any further legal action, with all honesty and grace.
