In this capacity Congress passed and enacted laws and regulation for the federal government which is applicable to the entire country.Due to evolutin of society and environment in all sphere may it be economic,law enforcement, external relation etc.technicallity of a subject is increasing.There is not such specific technical qualification to be a member of Congress.There is also paucity of time and Congress doesnot sit such regulary to go into nitty-gritty of a subject. To overcome this problem commitee system is formed in USA.A congressional committee is a legislative sub-organization of the United States Congress each responsible for a different function.They smoother the law making process of Congress due to the complex and large volume of Congress work.The committee of ethics deal with the ethical conduct of members and place its report to the chair of the house from where the member(s) represent.
