Answer) Yes, it will be redundant as all the layers of the internet have started doing the function of the reliable delivery service, than why to have another protocol to serve this purpose. There the use of the TCP reliable delievery service is reduced or becomes no more useful. Though there are some other features for which it can be used but the reliable delivery service, using an extra protocol is of no use. Better invest on something better.
