The Ministry Of Health (MOH) has installed the same information system in all of the primary clinics replacing older systems with a new advanced information management system. The replacement of legacy information systems do not necessarily mean that the new system replacing the old one will be successful implementation. Very often organizations learn that a slam dunk approach to transitioning existing information system to a newer one doesn’t guarantee a seamless access of information. This could be due to several reasons including:
• Information System not being operational as per operational requirements
• Does not perform the required functionality as per what it was intended to do
• Misalignment to existing organizational processes (wrong fit)
• Improper planning or allocation of resources for deployment of the new information system
• Poor communication and or lack of coordination
• Both a lack of proper leadership and poor leadership
• Unrealistic expectations from stakeholders and hence mismatch of expectations
• Inability to keep within the budget and timelines
• People related issues that prevent acceptance or increase the resistance to the perceived changes that apparently bring about enhanced operational efficiencies
