In my opinion Yes the franchisor can have the legitimate claim based on the following facts or the documents they are proper legal agreement with date,time frame mentioned clearly with the narrative description of the case in the legal documents. Also documentation of the case properly filed with each proceedings. The residents of illinos became the franchisees also indiana residents preferred to transfer the case to Illinos where fair trail would take place. The issues like settlement of finances,case authenticity,fair judgement/fair trial, these issues would have cropped between the franchisor and the franchisee.
