As Dave Ulrich points out HR functions should not be limited to transactional people management. The Human Resource Manager should act as a strategic partner for ensuring organizational development and ensuring that the organizational goals are met.

As he points out a Strategic HR has the followng four functions:-

4. Employee Advocate

Organizations design should help the organizations to achieve their mission and end state objectives.

Thus its the responsibility of the HR to help in Organization Structure Design along with the CEO/visionary and the Program and project Managers(tactical managers).

Most prevalent obstacles that managers face include employee challenges like competency mismatch, deviant workplace behaviour, resource availability, lack of unity of command, distributed ownership or lack of complete ownership etc. Most of these can be better managed by having a proper organizational design. Both departmentalized or matrix organizations have their own pros and cons and there is no one best solution.

Also, in the actively changing market scenarios its improtant for organozations to keep restructuring and tweaking their organizational design to achieve agility and better alignment to the goals. The managers may partnership with the HR to bring about these changes and stay more and more relevant to the markets.
