Equation is:

CO2 + H2O H2CO3

H2CO3 H+ + HCO3-

So clearly we can say that dissolving CO2 in water will increase the concentration of H+ ion concentration which further decreases the pH of distilled water.

So here we have distilled water whose pH is already slightly lesser than the original.

Thus the prepared buffer solution will have its pH slightly less than the target value.

The remedy is to increase the pH of the buffer solution to reach the target value.

As we know HCl is used for decreasing solution pH and NaOH is used for increasing its pH.

So, for adjusting i.e. increasing the pH of buffer solution, you need add a base like NaOH.
