I'm stuck on how to display the floors for an elevator i'm building.

I have an elevator that goes from floor 0 to floor 14, for some reason the instructions call for a 5 bit number for each floor which makes it confusing for me, I originally though that is 4 bits for each floor and I was going to try and display the floor numbers on a seven segment display. Is it still possible with a 5 bit number? If not am I able to display the floors through an LED, for example, floor 0 is LED0, floor 1 is LED1, and so on and how would that work in verilog? Thanks, help will be greatly appreciated!
