Imagine that a national body recomments the minimal staffing levels for a police district as one officer for every 1000 people plus one officer for every 25 miles of road. The police department has asked you to calculate teh minimum recommended staffing levels for each district. Create a table showing the largest 15 to 20 districts with teh distance name, the population, the miles of raod, and teh number of officers. Place the table on a supporting map layout (screen capture is hte easiest method), along with a graduated color map of population and labels for the staff numbers.

That is the challenge problem from "Mastering ArcGIS (7th Edition) chapter 9. I have no idea how to even start to do this problem can you help me?
